For developing Chinese telecom industries, government can offer the taxation advantage to them in the less developed regions. Nowadays the problem in Chinese telecom is that telecommunications companies still cannot service some rural areas. The current regulatory system on taxation wants to maintain entry barriers and protect the domestic enterprises. Government use tax revenue to support the public development, in this case, the tax revenue is legally imposed on traders by indirect taxes. Governments make sure some sustainable competitive advantages in the world, so telecommunications companies only pay normal taxation compared with other industries.
